HID "safe" setting?

OK, Im hoping that there is someone who had had the problem before.

Ive just (finally) installed my phillips HIDS, in my Evo7,
and have found that they dont work properly.
driving home tonight, the first time its been dark enough to use them. the following happens.

the first time you flick to High beam, the lights flash at their brightest, then they seem to stay at what i can
only describe as "half" bright, or maybe "safe mode"??
when you turn them off, and try to turn back on, they now instantly go to "safe" without the initial flash.

How ever, if you leave it 5 min oir so, and try again, that first intial "flash" returns the first time, then half etc etc.

Are you running the factory system? Wiring, ballasts, lenses, switching etc or is it aftermarket?

the phillips came with ballasts, so obviously running the phillips ballasts and bulbs, (and therfore their wiring)
but everything b4 the ballast is factory.

the initial flash at start up is caused by the HIDs having a high start up voltage, they will flash brightly a half a second then dim, then slowly brighten up again, although not up to the same brightness as the original flash, but dont flash them on an off as that can damage them

Ok, but why then when I have then highs (HUD) on are they no brighter than my lows?
And how long will they take to "come on "

are your lows HID as well,
as for starting up mine can take up to 30-40 seconds to get to full brightness, but unless u have it pointing at a wall you dont really notice the change very much

mine r only highs, didnt want to be toooo obvious.
30 to 40 sec was alot longert than i tried. was to worried something was happening when they didint come on straight away!
